Methodological guide for the operational evaluation of the pediatric cancer program at the first level of health care
Abstract
Introduction: evaluations of health programs contribute to raising the quality of health care provided.
Objective: to evaluate the scientific-methodological relevance of the methodological guide for the operational evaluation of the pediatric cancer program in the first level of health care based on its design with the previous obtaining of the objectives, indicators and evaluation standards.
Methods: a qualitative investigation was carried out at the Faculty of Medical Sciences of Ciego de Ávila, between January 2015 and December 2018. The following theoretical methods were applied: historical-logical, analytical-synthetic, inductive-deductive and systemic-structural; and the empirical ones: documentary analysis, discussion group and expert judgment. The investigation was carried out in three stages. The ethical precepts were fulfilled.
Results: 12 operational objectives, 10 evaluation criteria and the same number of evaluation, indicators and standards were elaborated. The experts analyzed the phases of the proposed methodological guide in two evaluative rounds. In the first one, phases 1 and 2 were evaluated as "quite adequate" and "adequate" with mean values of 0,65 and 0,95, respectively. In the second, they were given an evaluation of "very adequate" with a value of -0,73, -0,02 and -0,05 to the three phases of the methodological guide.
